The complex is located in a no man's land between a runway and an industrial park. The first building was erected for aviation accidents, and the first extension was added in 2005 to include train and ground traffic accident investigation. The second extension was built in 2010 when naval accident investigation has been added to the board's activities.

The first building was conceived as a "shoebox", gathering disparate functions within a single shell. The external materials are brick, with elements of precast concrete, sheet metal and glass. The internal rooms are boxes of wood and glass. Externally the existing meadow continues up to the wall line, emphasizing the buildings as objects in the landscape.
